( A PROJECT THAT PROMOTES LEADERSHIP FOR SUSTAINABLE DEVELOPMENT
TO PUBLIC POLICY DECISION MAKERS AT THE DISTRICT LEVEL )

LEAD International through its Special Opportunities and Investment Fund supports  LEAD Indonesia’s program entitled “Promoting Leadership for Integrated Development” (PLID) for year its first year implementation 2008-2009 with a grant of USD 45,000.. PLID is a program that targeted public decision makers at the district level to adapt sustainable development paradigm in its public policy that will integrate the interest of economy within a framework of social justice and environmental sustainability.
Brief Synopsis.  PLID program will empower the key decision makers at the district level with


  • Know-how and skills of leadership that will be integrated into sustainable development concept in the district’s development planning and daily decision making process
  • Analytical skills on the existing policy and development strategy within the scope of sustainable development, and formulate new strategies as improvements
  • Widening the existing relations with new network of innovative leaders, influential informal leaders, and experts whom can be the resource persons on the policy planning and formulation decision making process

The program will use the following available materials produced in year 2005-2007 with support from Ford Foundation:
·    Publication of 29 policy case study, accompanied with teaching notes,
·    case study trained facilitators,
·    a curricula of PLID: sustainable development paradigm, bridging leadership, decentralization, the road map of development strategy using AtKisson compass
·    a complete set of module of sustainable development,
·    a leadership slide presentation,  
·    website (web desain) as inter active learning process (www.forplid.net)

It is expected that the participants of the program will learn from relevant materials, and take “integrated development” as new ways of the future development toward sustainable future.

Overall Goal
Bring the new perspective into the key decision makers at district level on the importance of integrated development that will ensure sustainable future,  as it takes into account the economic viability, social justice, environmental sustainable and well being, from the old paradigm of development that focuses merely on economic incentives.

Objectives, Outcomes and Deliverables

Objectives

  1. Capacity to analyze previous policy in the scheme of sustainable development using case study
  2. Capacity to identify the weaknesses of public policy and development strategy in the district and the needs for improvement
  3. Capacity to develop the road map for future development strategy that takes into account the sustainable development scheme

Outcomes from 2 districts (2008-2009) as learning curve– toward full scale of 10 district/year in 2010-2015
The new road map of the district development strategy – a shift from economic heavy toward integrated development

The outcomes are the results of the following process (deliverables):

  1. Analytical thinking on the district’s case study (as partners in the program) and the existing development strategy that reflects the understanding of sustainable development paradigm –as the basis of learning toward improvement in public policy.
  2. The new district road map with integrated development strategy toward sustainable future – document of the new road map with sustainable development paradigm

On going Progress
Since April 2008 LEAD Indonesia has been approaching potential district in Central Java to be the partners in PLID program. The team of YPB has visited two districts in Central Java, Kebumen and Wonosobo in May 2008  to share the program with key government officials in the two districts. Early June 2008 the two districts have agreed to have partnership with LEAD Indonesia. It is expected that the implementation of the program will take place no later than August 2008.

Other interests also have been shown by districts in Kalimantan and Nanggro Aceh Darussalam. The discussion will take place by July 2008 and hopefully the at least one more district will be LEAD Indonesia partner in PLID program.
